Amazon Gold - Cocaine

With the Colombians aggressively pursuing control of the burgeoning Ecuadorian cocaine industry, and the Chinese gradually replacing the traditional local processing and distribution operations, the Ecuadorian government was worried. Should things not be returned to the status quo, their revenues as sponsors of the illicit trade would be dramatically reduced. It was imperative the Chinese be stopped as the new self-elected prime handlers of the raw cocaine, and the Colombians somehow accommodated into the drug handling cycle to avoid violent conflict.

However, the Ecuadorian powers couldn’t control the Chinese without their own illicit involvement being laid bare on the international stage, although they felt confident they could negotiate with the Colombians once the country gained full control again. They had to ensure the cocaine industry, up until now the largest contributor to Ecuador’s national revenue, was manageable once more – and that meant keeping foreigners out.

It had become an impossible feat for the Ecuadorians, burdened by so many other difficulties, to tackle the Chinese themselves. They needed to physically display their anti-cocaine policy in keeping with international agreements by at least feigning attempts to destroy crude manufacturing plants in the jungle and at least making a show of preventing shipments offshore. At the same time it was imperative to continue to entice Chinese investment.

And then there were the drug cartels of both Colombia and Ecuador to deal with. The Ecuadorian government needed help.

Clearly this was a job for ORB (Organization for Reconstructing Business). A small, well-sponsored group of specialists in sabotage from financial to industrial, they had infiltrated, manipulated and restructured a number of international culprits for the betterment of their clients.

After he had listened to the Ecuadorian Ambassador explain the issues, Murray Stockman, ORB’s director, decided this was one such project that needed their attention. The balance of power in Ecuador was being usurped by those who wanted control of the prime revenue stream – cocaine, despite its’ international illegality. Stockman would, once again, assemble his key people, including Matthew Black and his own daughter, Emma Stone, to develop and execute a repeatable plan to neutralize the Chinese in at least one location. If successful, they would repeat the exercise elsewhere.

Chinese involvement had gradually increased over decades as they purchased exploration and development rights for huge tracts of jungle, on the east side of the Andes and into the Amazon Basin, under the guise of oil and mineral exploration intentions. In some cases they purchased ready assets from mine owners, but then had surreptitiously infiltrated the jungle farm producers, set up collection routes leading to their mineral plants and converted, or built, camouflaged parts of their facilities to process the crude cocaine. Refined product was embedded with the exported minerals to the Ecuadorian coast for shipment to only China.
